Although most hospital types are affected, the crowding problem is particularly severe in urban and teaching hospitals. The crowding problems that should be prevented or treated by primary care providers. It requires hospitals and ambulance services to provide care to anyone need regardless of citizenship, legal status or ability to pay. Robust emergency medicine services and proper education on acute care are necessary.
